Since the government of Narendra Modi has decided to scrap both the University Grants Commission (UGC) as well as All India Council for Technical Education (AICTE) and come up with a higher education supervisory body, the Indian education sector is all set to undergo a major overhaul.  Now the supervisor would most probably be called Higher Education Empowerment Regulation Agency and it is also known as HEERA.

To bring Higher Education Empowerment Regulation Agency or HEERA into action, on this new law, both the Human Resource Development ministry and government think-tank Niti Aayog are working.


In Economic times, an Officer has told about the latest news that the works done on HEERA is in fast speed. The human resource development (HRD) ministry and the Niti Aayog are working on the new law which was recently constituted by the Indian Government. A committee which includes Niti Aayog CEO Amitabh Kant and higher education secretary KK Sharma as members, and various others are working on the detailed blueprint

Individuals must know that one senior official said replacing UGC and AICTE by a single regulator will be the “cleanest, most sweeping reform” that will “eliminate all overlaps in jurisdiction and also do away with regulatory provisions that may no longer be relevant”. 

Although this is not the first time that the idea of replacing multiple regulatory authorities with a single.  Numerous committees that include the Yashpal Committee and the National Knowledge Commission of the UPA era and the Hari Gautam Committee have also set up by this government have suggested the same, the transformation never occurred. 

Since the Narendra Modi government has been produced in the center since then, it has started changing or improving the existing arrangements in whole country. Earlier at first Narendra Modi government change the name of Planning Commission, after annul the financial year, note-taking, red light. But this time government of Modi has to set up a new institution by eliminating UGC and AICTE for major reforms in the education sector.


To improve education and replace them with a Higher Education Regulator, the Central Government will end the Universities Grants Commission (UGC) as well as the All India Council for Technical Education (AICTE). The name of this regulator is now named Higher Education Empowerment Regulation Agency (HEERA).
